New System Development Charges (SDCs) effective January 1, 2027

Resolution 2025-001 approved by Toho Water Authority’s (Toho’s) Board of Supervisors on January 22, 2025, adopted a multi-year step adjustment to Toho’s System Development Charges (SDCs) over a four-year period beginning in May 5, 2025, followed by two additional adjustments effective January 1, 2027 and January 1, 2028.

A comprehensive water and wastewater SDC study was conducted in December 2024 to determine the SDC fee schedule required to support infrastructure improvements. Improvements associated with system-wide capacity needs and relevant Toho policies and procedures governing the administration of SDCs were reviewed. Along with updated fees, applicable Level of Service usage factors for development planning were updated at that time.

Accordingly, SDC fees will be adjusted effective January 1, 2027, based on the schedule below.

What do I need in order to pay SDCs at the 2026 rates?

Project must have:

An active Municipal Building Permit
Toho Utility Permit (TUP) with approved construction plans

The SDCs must be paid in full before January 1, 2027, to qualify for the 2026 rates. Otherwise, 2027 SDC rates will be assessed.

What if my building permit is expired?

Obtain an updated building permit and pay the SDCs fees in full before January 1, 2027, to qualify for the 2026 rates.

What rate will I pay if an invoice was issued before January 1, 2027, but the SDCs have not yet been paid?

If the SDCs are not paid in full before January 1, 2027, a new assessment will be required, and the 2027 SDC rates will apply.

What if SDC credits are being applied?

The same process of assessing and paying SDCs must be followed and the application of credits in full must occur prior to January 1, 2027, in order to pay the 2026 SDC rates otherwise, a new assessment shall be required using the 2027 SDC rates.
