​How to send us your submissions electronically

Toho Water Authority's Engineering Department wants to let you know that we are committed to continuing our business operations during the COVID-19 pandemic. 

For everyone's safety, all submittals including but not limited to plans, hydraulic calculations, permit and clearance applications, shop drawings and record drawings must be sent electronically. Hard copy submittals will not be accepted until further notice. 


How to make electronic submissions
If the following procedures are not followed, our staff will not be able to find submittals and review deadlines will not begin. Your help is greatly appreciated.
1. Zip all documents
Please zip all documents within your submittal. We cannot accept one page at a time.

How to zip:

  • Windows: Select file - Right click – Send to  – Compressed (zipped) folder
  • MAC: Press Control and click on file – Compress

2. Naming zipped documents

  • Existing projects: Name the zipped file with your project name, TWA number and document type (ex: Project ABC 190001 Plans, Permits).

  • New projects: If a new project is uploaded, please name it (Initial Submittal – Project Name – Plans & Calcs). 

Please note: The document name cannot be changed once you have uploaded it. We won't be able to locate it if you change the name.

3. Submitting your zip file

Less than 10MB in size: Please email your zip file to your Development Project Manager (DPM). If you do not have a DPM assigned, please email your file to Kerri Thompson and Janet Patrick at and

Over 10MB in size: Please use the following link and password to upload your zip file:

4. Let us know you have uploaded it

You will need to let your DPM know once the submittal is uploaded. If you do not have a DPM assigned, please email Kerri Thompson and Janet Patrick at and to let them know a new project has been uploaded.
