​Greater efficiency with less environmental impact

Toho Water Authority has in place an Environmental Management System (EMS) for the water treatment plants, wastewater treatment plants, and lift stations.



An EMS is a set of management processes and procedures that allow an organization to analyze, control, and reduce the environmental impact of its activities, products, and services and operate with greater efficiency and control.



We have a responsibility to our community and customers to ensure that we are taking all of the necessary actions to identify and minimize any potential environmental impacts.



We are committed to the following:

  • Continually improving Toho's environmental policies and procedures in order to manage and minimize impacts on the environment
  • Comply with all federal, state, and local laws, regulations, statues, and other environmental requirements to which the organization subscribes to
  • Incorporate pollution prevention practices into the policies and procedures established for the operation of the water treatment plants, wastewater treatment plants, and lift stations
  • Openly communicate with internal and external customers the purpose and intent of Toho's environmental policies and procedures


Some of the improvements that have been put in place by our dedicated staff are:

  • New odor control units at three of our wastewater treatment plants
  • New odor control unit for lift station 57
  • Process controls to minimize chemical usage (where possible)
  • Increased sludge processing capabilities (reduces fossil fuel usage by semi-trucks)
  • Added a plant process manager to help operators will identify opportunities for improvement in their plant processes and troubleshooting when problems arise.
