When an organization establishes its Vision and Mission, a Strategic Plan must follow to implement the Mission and achieve the Vision. When Toho Water Authority (TWA) was established in October 2003 through the partnership of the City of Kissimmee and Osceola County, TWA did not initially develop a Strategic Plan, but concentrated on the consolidation of facilities and the development of an Operational Plan. With TWA established on a firm organizational foundation, TWA initiated the development of its first complete Strategic Plan in 2006. The Board of Supervisors has identified the five key strategies to direct TWA's efforts and resources over the next five years to achieve our Vision and Mission. To implement these strategies, five employee teams, with input from stakeholders and feedback from the Board of Supervisors, have defined the strategies, developed the goals for each, and outlined the objectives to achieve each of these goals. Our five strategies are:
Customer Service: Our customers remain our greatest priority. It is our goal to deliver world-class service to our customers through improved communication, higher standards of reliable service, educational opportunities and greater access to information.
Workforce: As we grow to meet the needs of our expanding service area, we remain committed to developing our employees to their fullest potential. We also seek to attract and retain the best and the brightest within our industry.
Infrastructure: Simply stated, we must ensure we have the capacity to meet the demands of today as well as the anticipated needs of tomorrow. Regulatory compliance while optimizing our asset performance serves to sustain our community’s way of life.
Water Supply: Water is an increasingly precious commodity. It is vital that as we move forward we implement additional efficient practices to preserve and sustain a long-term water supply that not only meets the needs of our community, but also protects our environment.
Financial Health: Maintaining our financial strength is essential as we continue to grow. We must continue to invest in opportunities that will make it easier for customers to obtain reliable service that is of the highest quality and the lowest possible cost.
This Strategic Plan has been developed as the community and TWA confront some significant challenges that will contribute to defining our future. With this Strategic Plan, TWA has a road map to lead us through these challenges and to focus our efforts while defining our course for our customers, stakeholders, and the community.
